25 June 2019 – Universiti Teknologi Brunei (UTB) and Ecquaria Technologies Pte Ltd (ECQ), Singapore signed a Memorandum of Understanding (MoU) at the Lecture Theatre 2 , Library Complex, UTB.
Present as the Guest of Honour during the signing ceremony was Yang Mulia Awang Haji Mohammad Nazri bin Haji Mohammad Yusof, Permanent Secretary, Ministry of Transport and Infocommunications (MTIC). Also present were officers from MTIC; Principal Officers and Staff of UTB; Officers from ECQ and invited guests.
The ceremony began with recitation of Surah Al-Fatihah and Doa Selamat followed by welcoming remarks from the Dean of School of Computing and Informatics (SCI), UTB, Yang Mulia Dr. Au Thien Wan and Chief Executive Officer (CEO) of ECQ, Yang Mulia Dr. Foong Wai Keong.
Signing on behalf of UTB was Yang Mulia Awang Hj Ady Syarmin bin Hj Md Taib, Acting Vice-Chancellor of UTB while Yang Mulia Dr. Foong Wai Keong, CEO, signed on behalf of ECQ in the presence of the Guest of Honour. The signing was witnessed by Yang Mulia Dr. Au Thien Wan and Yang Mulia Lee Sea Lin, Director of Innovation of ECQ.
The MoU is aimed to demonstrate the desire of ECQ and UTB in establishing a framework for mutual cooperation, in the delivery and development of Digital Government curriculum, by providing relevant software and services.
Under the MoU, both parties agreed that as part of ECQ’s contribution, ECQ will provide software products and consultation service at a total value of about half a million Brunei dollars. The software will be installed for training purposes for the students at UTB. “Through the series of hands-on lab sessions, students will be able to create and deploy cloud-native digital government services that suit the needs of the Brunei government and citizens” said Dr. Foong Wai Keong. Training of staff will also be arranged in order for them to be prepared in using licensed software products effectively. UTB will be incorporating ECQ’s suite of products, particularly the Ecquaria Government Platform (EGP) into its curriculum for programmes under UTB.
According to CEO of ECQ, the Digital Government Strategy by Wawasan 2035 has identified Information Technology as an enabler to drive the dynamic, sustainable economy of Brunei and one of the main focus areas is capacity building programmes to enhance public sector ICT expertise. It is the desire of ECQ to contribute to Brunei by helping build local IT capabilities as part of Brunei’s Digital Government Strategy.
